Pertamina Balikpapan Refinery Affirms Labor Compliance, 31 RDMP Contractors Sign Joint Commitment

PT Pertamina Balikpapan Refinery (KPB) once again held a Coaching Clinic on July 30–31, 2025, at the Lobby of the 1st Floor of the New Site Office (NSO) Building. This annual event serves as a strategic step to strengthen contractors' compliance with labor regulations and social security systems, while also serving as an educational platform to foster a fair, safe, and integrity-driven work culture within the National Strategic Project RDMP Balikpapan and Lawe-Lawe.

The event was attended by the Director of Finance and Business Support of PT KPB and representatives from 31 contractor companies. Also present were speakers from the East Kalimantan Provincial Department of Labor and Transmigration (Disnakertrans), the Balikpapan City Department of Labor, the Balikpapan City Health Social Security Agency (BPJS Kesehatan), and the Balikpapan City Labor Social Security Agency (BPJS Ketenagakerjaan).

The Director of Finance and Business Support at PT KPB, Nailul Achmar, stated that this activity reflects the company's commitment to ensuring labor practices that comply with the law and are oriented toward worker welfare.

“We not only demand productivity from our partners, but also ensure that every worker receives their rights fairly and in accordance with regulations. Through this Coaching Clinic, we want to strengthen synergy so that all parties have the same understanding and commitment,” said Nailul.

This initiative is an important part of efforts to maintain sustainable project management. Its implementation is a tangible manifestation of the application of Good Corporate Governance (GCG) principles in managing business partners in a transparent, accountable, and responsible manner.

PT KPB proactively encourages all main contractors and subcontractors to consistently comply with all labor regulations, including participation in the Health and Employment Social Security Programs (BPJS Kesehatan and BPJS Ketenagakerjaan). This emphasis is placed to ensure the protection of workers' rights in all project activities.

Asep Sulaeman, VP of Legal and Relations at PT KPB, emphasized that compliance with labor regulations is part of the company's integrity in implementing the National Strategic Project sustainably.

“Compliance with labor regulations is a crucial element in ensuring operational stability and the legality of all work processes. KPB is fully committed to fostering working relationships that align with GCG principles and uphold workers’ rights,” said Asep.

During the two-day event, participants received 13 main topics presented interactively, including Respectful Workplace Policy (RWP), Mandatory Company Employment Reporting (WLKP), BPJS Health and Employment membership, and protection of female and child workers. The material was presented comprehensively and encouraged open dialogue between participants and speakers.

Topics such as wage structure and scale, working hours and rest periods, and the management of Foreign Workers (TKA) were key focuses during the discussion sessions. Participants were also actively involved in discussions on Occupational Safety and Health (OSH) institutional frameworks, including the Occupational Safety and Health Committee (P2K3) and the Occupational Safety and Health Management System (SMK3), which are highly relevant given the high-risk nature of the RDMP project.

Maria Dewi Santi, Labor Inspector from the East Kalimantan Provincial Labor and Transmigration Office, commended PT KPB’s consistency in promoting labor compliance on-site.

“This Coaching Clinic is very important as a reminder that compliance with labor standards is not only the government’s responsibility but also a shared responsibility between companies, contractors, and workers,” said Santi.

The implementation of the RWP policy was also emphasized as a concrete step toward creating a workplace free from discrimination, harassment, and violence. These values form an important foundation for creating a safe, healthy workplace that respects the dignity of every individual.

As the closing activity, all participants agreed and signed a Joint Commitment to adhere to the normative provisions discussed. This signing symbolizes the seriousness of project stakeholders in upholding professional work principles and compliance with regulations.

Representatives from PT Jurong Engineering Lestari, Yundhi Wahyu Nugraha, welcomed the implementation of this activity.

“This event is very important because labor issues continue to evolve and require constant updating. It helps us ensure the well-being and dignity of employees are maintained. We hope such initiatives continue, and we as contractors can remain involved. Thank you to PT KPB for taking the initiative,” concluded Yundhi.
