KPB Conducts Small-Scale Emergency Response Simulation at HMU Unit Ahead of RDMP Balikpapan Operations

Wednesday, 9 September 2026

Balikpapan, September 9, 2026 — PT Kilang Pertamina Balikpapan (KPB) conducted a small-scale fire emergency response simulation at the Hydrogen Manufacturing Unit (HMU) area on Friday (September 4), one of the vital units within the Refinery Development Master Plan (RDMP) Balikpapan project, which is currently entering the commissioning and operational testing phase.

The HMU is a unit responsible for producing hydrogen gas to support the refinery’s oil processing activities, particularly the hydrotreating process, which removes sulfur content and improves the quality of the fuel products produced.

As part of the RDMP Balikpapan project, the HMU plays an important role in supporting the refinery’s target to increase production capacity and improve product quality to meet Euro V standards, which are more environmentally friendly.

KPB VP of Legal & Relations, Asep Sulaeman, said the simulation involved cross-functional coordination among internal teams, including operations, firefighting, medical, security, and environmental control teams.

“Readiness to manage these potential risks is an important part of the RDMP Project completion process, which is currently in the commissioning and operational testing phase,” he said.

The response time was set at a maximum of five minutes from the moment an incident was reported until the firefighting team arrived at the location. This standard is designed to minimize the potential impact of emergency incidents within the refinery area.

Through the simulation, conducted during the commissioning and operational testing phase, KPB aims to ensure that once the HMU and other RDMP Balikpapan units begin full operations, all safety systems and personnel responsible for operating them are fully prepared and have been tested to respond effectively to emergency situations.

Through continuous emergency response exercises, KPB continues to strengthen its internal preparedness to ensure the safety of workers, in line with its commitment to implementing the RDMP Balikpapan project with high safety standards for the surrounding community and environment.
