Pertamina and Government Collaboration Strengthens National Energy Security, Ministry of Finance and Pertamina Commissioners Review Final Readiness of Balikpapan RDMP Project

PT Kilang Pertamina Balikpapan (KPB) received a working visit from the Ministry of Finance of the Republic of Indonesia (Kemenkeu) together with the Commissioner of PT Pertamina (Persero) to review the final readiness of the Balikpapan and Lawe-Lawe Refinery Development Master Plan (RDMP) Project, which is now entering the start-up phase.

The event took place in the Lobby Room of the PT KPB New Site Office Building and was followed by a direct inspection of the project area on Tuesday (4/11). Also present were representatives from the Indonesian Ministry of Finance, Commissioners and Directors of PT Pertamina (Persero), as well as Management from PT KPI and PT KPB.

PT KPB President Director Bambang Harimurti said that the synergy between the government and Pertamina is key to realizing national energy security while increasing the added value of the oil and gas sector.

“With the support of the Ministry of Finance, the synergy in completing this project will be further strengthened. The Balikpapan RDMP will increase fuel production capacity by around 142 thousand barrels per day, LPG production by up to 336 thousand tons per year, and propylene by up to 300 thousand tons per year. This is a strategic step towards national energy independence,” he said.

The visit also discussed strengthening financial governance and fiscal risk mitigation, including guarantee strategies, foreign exchange management, and protection of strategic assets through large-scale oil and gas project insurance schemes such as RDMP Balikpapan.

In addition, the discussion highlighted PT Pertamina (Persero)'s contribution to state revenue through taxes, dividends, and Non-Tax State Revenue (PNBP). Throughout 2024, Pertamina has been one of the largest contributors to national income with deposits reaching IDR 401.73 trillion to the state treasury.

The Minister of Finance's Expert Staff for State Revenue, Dwi Teguh Wibowo, appreciated the progress of the Balikpapan RDMP development, which is considered to have a real impact on strengthening the national economy. He added that this strategic project not only strengthens the fiscal structure and competitiveness of the oil and gas industry but also contributes to reducing imports of oil derivative products, which have been a challenge for the trade balance.

“I personally feel proud because I see that the products that will be produced from this refinery will have a major impact on the national economy. As someone with a background in Customs and Excise, I know very well that in the past we often imported asphalt and various other oil derivative products. However, in recent years, these import figures have begun to decline, and this is a remarkable achievement,” he said.

The series of activities concluded with a tour of several key facilities of the modern refinery's operating system, including Crude Distillation Unit (CDU) IV, Hydrocracking Unit (HCU), Residual Fluid Catalytic Cracking (RFCC), Boiler, and Main Control Room (MCR) as the refinery's operational control center.

Meanwhile, Vice President of Legal & Relations at PT KPB, Asep Sulaeman, emphasized that the Balikpapan RDMP is in line with the direction of national development policies to promote sustainable and equitable economic growth throughout Indonesia.

“In line with the Asta Cita, particularly the third vision of economic independence based on clean and sustainable energy, and the sixth vision of equitable regional development, this project not only strengthens the national energy supply but also opens up economic opportunities for the community,” he concluded.
