Occupational Safety and Health (OSH) is not merely about regulatory compliance but serves as the fundamental pillar in ensuring business sustainability. Without a well-prepared and highly competent workforce, operations may be hindered, posing significant risks to both workers and the environment. Acknowledging this, Pertamina Balikpapan Refinery (PT KPB) organized a seminar titled "Strengthening Human Resource Capacity to Support HSSE Excellence" as part of the 2025 National OSH Month commemoration.
The event, held at the Ballroom of Gran Senyiur Hotel Balikpapan on Monday (17/2), was attended by 200 participants, including PT KPB employees, contractors, and subcontractors. The seminar was officially opened by the Head of the East Kalimantan Provincial Department of Manpower & Transmigration (Disnakertrans), represented by Adi Apriyan Kuswara, an Occupational Safety Inspector.
The main session featured an HSE professional and founder of Belajar HSE, Gustina, S.K.M., M.Sc. In her presentation, Gustina elaborated on strategies for strengthening human resource capacity to support HSSE Excellence. The topics covered included strategies for adapting to an era of change, effective training principles and methods, as well as challenges and solutions in implementing HSSE Excellence. Participants were also introduced to a structured approach encompassing competency identification, assessment, development, and continuous evaluation to foster a more proactive safety culture.
Midway through the seminar, participants were pleasantly surprised by the appearance of Balikpapan-based stand-up comedian Mr. Gamayel, who provided lighthearted entertainment to ensure the material was absorbed effectively and the session remained interactive.
"This seminar reminds us that enhancing human resource capacity is the key to achieving HSSE Excellence," said Rahmati Isnaini, a subcontractor worker who attended the event.
Safety performance does not rely solely on systems but also on the awareness and commitment of each individual in fostering an HSSE culture in the workplace. VP of Legal & Relations at PT KPB, Asep Sulaeman, emphasized that strengthening human resource capacity is a strategic step to mitigate risks that could disrupt refinery operations. "In the energy industry, even the slightest negligence can have fatal consequences. Therefore, building awareness and developing highly competent human resources is a necessity, not an option. Hopefully, the insights gained from this seminar can be directly applied in our work, enabling us to create a safe and productive work environment that supports project completion," Asep stated.
Echoing Asep's sentiments, VP of HSSE at PT KPB, Defrinaldo, also stressed the importance of continuous safety education. "This seminar was highly educational and provided us with valuable insights, especially for those of us who deal with HSSE aspects daily. We hope that the enthusiasm and knowledge gained today can be implemented in our daily operations," he said.
This initiative is part of PT KPB's commitment to developing highly competent and competitive human resources. As part of the implementation of Asta Cita, PT KPB continues to promote human capital development, technological mastery, and innovation to support business sustainability. Strengthening human resource capacity will remain an integral part of the OSH management system to achieve a generative HSSE culture—where safety is deeply embedded as a core value within every individual.
