House of Representatives Commission VI Reviews Readiness for Full Operation of the Balikpapan RDMP as a Pillar of National Energy Security

The readiness for full-scale operations of the Balikpapan RDMP, as one of the national energy sector’s strategic projects, received direct attention from the House of Representatives’ Commission VI through a specific working visit to the refinery facilities in Balikpapan during the Third Session of the 2025/2026 Legislative Year on Thursday (January 29).

This visit is part of the DPR’s oversight function to ensure that this national strategic refinery is truly ready to operate reliably, safely, and sustainably, while also serving as a bulwark of Indonesia’s energy security amid the dynamics of global energy supply.

Also present at the event were the State-Owned Enterprises Regulatory Agency (BP BUMN) of the Republic of Indonesia, PT Danantara Asset Management (Persero), the Board of Directors of PT Kilang Pertamina Internasional (KPI), and the Board of Directors of PT KPB. This collaboration is a key factor in ensuring the continued operation of the Balikpapan RDMP as a National Strategic Project (PSN).

Deputy Chair of Commission VI of the Indonesian House of Representatives, Andi Muhammad Nurdin Halid, emphasized the importance of the Balikpapan RDMP within Indonesia’s energy security system. “The refinery must be an integral part of the national energy defense system; therefore, the design of reserve capacity, emergency scenarios, and mitigation of regional geopolitical risks must be integral components of the refinery’s operations,” he stated.

The focus of the visit included evaluating production stages following the commissioning of the Balikpapan RDMP to ensure operational readiness and reliability. Additionally, discussions covered strengthening governance, risk management, and facility reliability, including crude oil supply integration, product distribution systems, the implementation of Health, Safety, Security, and Environment (HSSE) standards, as well as cross-sectoral policy support.

He added that Commission VI of the Indonesian House of Representatives is committed to continuing to oversee Pertamina in its efforts to strengthen national energy independence. “We from Commission VI will continue to support Pertamina so that Indonesia no longer depends on fuel imports and is able to meet all national energy needs independently,” he emphasized.

Meanwhile, Vice President (VP) of Legal & Relations at PT KPB, Asep Sulaeman, stated that the primary focus at present is ensuring that all operational systems at the Balikpapan RDMP run optimally.

“Our current focus is ensuring that all units operate stably, safely, and in an integrated manner, so that the Balikpapan RDMP is truly ready to sustainably support the national energy supply,” he said.

Cross-sectoral synergy is key to ensuring that the Balikpapan RDMP’s operations run optimally and sustainably. “Policy support and coordination with the Indonesian House of Representatives (DPR RI), regulators, and other stakeholders are crucial to ensuring that the Balikpapan RDMP makes an optimal contribution to national energy security and sustainable economic impact,” he concluded.
