Ensuring Energy Supply Readiness, BPH Migas Conducts On-Site Monitoring of Balikpapan RDMP

Ahead of the increased energy demand during Ramadan and Eid al-Fitr 2026, supply readiness is a top priority for the government. To ensure that supply remains stable and downstream oil and gas infrastructure is ready to handle the high-consumption period, the Downstream Oil and Gas Regulatory Agency (BPH Migas) conducted a working visit to PT Kilang Pertamina Balikpapan (KPB) to carry out its oversight functions regarding the availability and distribution of petroleum products (BBM) as well as the transportation of natural gas via pipelines.

The meeting took place at the New Site OZice (NSO) building of PT KPB and was followed by an on-site inspection of the Balikpapan RDMP area on Thursday (2/26). Also in attendance were the Board of Directors and Management of PT Pertamina Patra Niaga (PPN), as part of the downstream oil and gas sector that plays a role in supporting the smooth distribution of national energy. BPH Migas Committee member Erika Retnowati stated that this activity serves as an oversight measure to ensure the readiness of the national energy supply ahead of Ramadan and Eid al-Fitr. “We have a responsibility to ensure the availability of fuel for the public, especially as the Ramadan and Eid al-Fitr periods draw near,” she said.

According to her, field visits are a crucial component for gaining a comprehensive understanding of operational conditions, which serves as the basis for policy decisions. “We hope to obtain up-to-date and comprehensive information so that we have a complete understanding of conditions on the ground. This information is crucial as the basis for reporting to the Minister, ensuring that the policies adopted are truly aligned with the actual conditions on the ground,” she added. During the visit, the BPH Migas delegation inspected the Residue Fluid Catalytic Cracking (RFCC) Unit, one of the main facilities in the Balikpapan Refinery Development Master Plan (RDMP) project, which plays a key role in processing residues into high-value products. The inspection focused on facility readiness, the implementation of workplace safety measures, and operational reliability.

Additionally, BPH Migas examined the progress of increasing the refinery’s production capacity from 260,000 barrels per day (bpd) to 360,000 bpd. This capacity increase is expected to strengthen the national fuel supply and improve product quality to meet the public’s energy needs. BPH Migas also commended the progress of the commissioning of the Tanjung Batu Fuel Terminal, which is deemed to be proceeding as planned and will support the readiness of storage and distribution of refinery products.

Meanwhile, Asep Sulaeman, Vice President (VP) of Legal & Relations at PT KPB, expressed appreciation for the visit and reaZirmed the company’s commitment to supporting national energy readiness.

“The BPH Migas visit is a crucial part of ensuring that the operational readiness of the Balikpapan RDMP proceeds as planned. And we, together with all stakeholders, are committed to overseeing the project’s completion to strengthen national energy resilience in a sustainable manner,” he concluded.
