PT Kilang Pertamina Balikpapan (KPB) held its Annual General Meeting of Shareholders (AGM) for Fiscal Year 2025 at the Patra Jasa Office Tower (PJOT) in Jakarta on Thursday, June 11. The forum was attended by shareholders from PT Pertamina Patra Niaga (PPN) and PT Pertamina Pedeve Indonesia (PPI), along with KPB’s Board of Commissioners, Board of Directors, and management team, to evaluate the company’s performance throughout 2025 and set the strategic direction for the operational phase of the Balikpapan and Lawe-Lawe Refinery Development Master Plan (RDMP) projects.
PT PPN Deputy President Director Taufik Aditiyawarman commended the significant progress made in both financial performance and project completion. “The next challenge is to ensure the Balikpapan RDMP can operate stably and sustainably so that its benefits for PT KPB, Pertamina, and the nation become increasingly evident in supporting national energy security,” he said.
Throughout 2025, several key RDMP milestones were successfully completed. At the Balikpapan refinery, KPB completed the First Loading of the RFCC Catalyst Unit—a unit that will play a major role in boosting the refinery’s complexity. The post-revamp capacity test for CDU IV successfully reached 300 thousand barrels per day (kbpd) with product quality meeting specifications. This achievement marks a significant milestone in the RDMP project, as CDU IV is the main unit whose capacity was increased—from 200 kbpd to 300 kbpd. Together with CDU V, which has a capacity of 60 kbpd, this increase brings the Balikpapan Refinery’s total processing capacity to 360 kbpd. The new Saturated LPG Treating unit is also operating normally, with LPG and naphtha products meeting specifications.
At the Lawe-Lawe project, KPB conducted the commissioning of a Single Point Mooring (SPM) designed to serve Very Large Crude Carrier (VLCC)-class supertankers with a capacity of up to 320,000 DWT. This was followed by the first filling of the new crude tank (First Filling New Crude Tank) and the first crude transfer using a VLCC via the SPM, marking the start of operations for the new crude oil supply route to the Balikpapan refinery.
PT KPB President Director Bambang Harimurti stated that this achievement serves as a crucial foundation for the refinery’s transition to full-scale operations. “The challenge for 2026 is to ensure that the RFCC and priority units operate safely, reliably, and optimally. We ask for the prayers of all stakeholders, hoping that we will be granted ease in pursuing the targets that have been set,” said Bambang.
This series of milestones is part of the three main objectives of the Balikpapan RDMP as a national strategic project: increasing the refinery’s processing capacity from 260 kbpd to 360 kbpd; boosting the refinery’s complexity—as measured by the Nelson Complexity Index (NCI)—from 3.7 to 8.0; and raising fuel quality standards from Euro II to the more environmentally friendly Euro V.
These achievements have also been recognized through a number of awards, including the East Kalimantan Province P2K3 Award, a MURI Record for the Simultaneous Cleanup of the Most Floors by Oil and Gas Production Facility Workers, the Best Energy Efficiency Initiative and Best ESG Awards from BUMN Track, the Level-4 Gold WISCA Award 2025, and the HR Excellence Awards 2025.
Beyond operational achievements, KPB also implements a number of social and environmental programs in the areas surrounding its operations, ranging from Gada Pratama training and administrative training for people with disabilities, the rehabilitation of elementary school buildings, the KPB Mengajar program, the planting of 600 mangrove trees, to the distribution of basic food supplies during Eid al-Fitr, the “Energizing Our Iman” program, and the provision of sacrificial animals for the surrounding community.
PT KPB Independent Commissioner Sulaeman Tanjung reaffirmed the Board of Commissioners’ commitment to continuing its oversight functions. “The Board of Commissioners will continue to strengthen its oversight and provide guidance to the Board of Directors so that PT KPB’s operational targets can be achieved as soon as possible,” he said.
In terms of governance and financing, PT KPB received an idAAA(sf) rating for the Balikpapan RDMP project financing and an idBBB+(sa) rating as the company’s standalone rating from PEFINDO, reflecting a strong credit profile and stakeholder confidence in the project’s sustainability.
