PT Kilang Pertamina Balikpapan (PT KPB) continues to demonstrate its commitment to occupational safety and health (K3) and the completion of national strategic projects. One of them is through the implementation of On Duty Management (ODM), which is a field visit by the management which is carried out regularly every weekend and national holiday. This initiative is part of the implementation of the Safety Leadership Program (SLP 4.0) that PT KPB has been running since the end of 2022 at the Balikpapan and Lawe-Lawe Refinery Development Master Plan (RDMP) Projects.
By carrying out the spirit of Leadership in Action: Safety and Progress United, ODM activities are one of the strategic efforts to ensure that K3 aspects and project progress go hand in hand and are in line with the set targets.
“We believe that leadership must be present directly at the forefront. ODM is a tangible manifestation of management's commitment to overseeing this national strategic project by prioritizing safety aspects, as well as building open and constructive communication with all workers,” said Bambang Harimurti, President Director of PT KPB.
In its implementation, ODM is run by ten teams in shifts every week. Each team consists of eleven personnel led by one Vice President (VP), accompanied by two to three Managers, as well as representatives of the Assistant Manager, Lead of, and Section Head levels or equivalent.
Not only conducting technical supervision of project activities, the ODM Team is also directly involved in two-way communication with workers and contractors through activities such as morning greeting, shake hand and call name campaign, listening tour, and safety walk and talk (SWAT). This activity is believed to strengthen work safety culture while increasing sensitivity to potential risks that may arise in the field.
“Safety is not negotiable. Through ODM, we build a culture where safety is a shared responsibility, and every worker feels heard and valued. This is a form of leadership that we hope can be transmitted in every line,” said Asep Sulaeman, VP Legal & Relations of PT KPB.
ODM activities are also integrated in 12 sustainable culture programs implemented by PT KPB in the project environment, namely: Call Name & Shake Hand, Listening Tour, Walk About, Good Housekeeping Competition, Family Voice & Family Visit, Women Positive Safety Intervention, Safety Culture Champion, Posko Kita Semua Healing (Poskamling), PJSM Competition, Personal Risk Assessment (KARIB), Karib Patrol, and Sahabat Karib. The entire program is designed to establish a safe, positive, and humanist work culture, as well as strengthen the active role of each individual in creating a sustainable and highly resilient work environment.
PT KPB as the manager of the National Strategic Project continues to oversee the completion of the Balikpapan and Lawe-Lawe Refinery Development Master Plan (RDMP) Projects. This project aims to increase the processing capacity of the Balikpapan Refinery, produce environmentally friendly products and increase refinery complexity to improve operational efficiency and expand product range. With the spirit of collaboration, the completion of the Balikpapan and Lawe-Lawe RDMP Projects is expected to strengthen national energy security, sovereignty and independence in accordance with the Asta Cita of the President of the Republic of Indonesia.
